Norfolk: Gov. Warner sets Dec. 14 as date for 87th District election< The special election to fill the 87th Virginia House of Delegates seat being vacated by Thelma Drake will be held Dec. 14, Gov. Mark R. Warner has announced.< Republican Michael Ball and Democrat Paula Miller are vying to replace Drake, who was elected to the U.S. Congress two weeks ago. No independent candidates have yet surfaced, though prospective candidates have until Monday to file to run. < The 87th District includes most of the northern part of the city, including Ocean View. < - Harry Minium< Regional: Free coats for needy children to be given out< Free coats for needy children will be distributed on a first-come, first-served basis on Saturday from 9 a.m. to 1 p.m. at three locations: < Lewis Hall on the campus of Eastern Virginia Medical School, 700 Olney Road, in Norfolk; St. James Episcopal Church, 928 Effingham St. in Portsmouth; and at the YMCA at 2702 Orcutt Ave. in Newport News. < The garment giving has taken place for 17 years through Coats for Kids, a partnership between EVMS and local businesses. < Donated coats can still be dropped off at EVMS and WAVY-TV buildings, all Albano Cleaners locations, Boulevard Cleaners, Swan Cleaners, Farm Fresh stores and Jackson-Hewitt Tax Service offices. < For more information, call 446-6070. < - Katrice Hardy< Norfolk: Discussion set for those interested in adopting a child < < The Tidewater Interagency Committee on Adoption will present a panel discussion on adoption from 10 a.m. to noon Saturday at First Baptist Church, 418 E. - Katrice Hardy< Chesapeake: Gun safety program to include free locks< New Life Christian Fellowship at Great Bridge, 1116 Hillwell Road, will sponsor a gun safety course from 10 a.m. to noon Saturday. Instruction will be provided by members of the Chesapeake Sheriff's Office.< The course is free and open to all ages. All participants will receive a free childproof gun lock, provided by the Chesapeake Sheriff's Department.
